BURSARY SCHEME VISION

- “ENHANCING ACCESS AND EQUITY TO TIVET PROGRAMMES FOR ALL PEOPLE WITH SPECIAL NEEDS” POLICY GUIDELINES FOR THE ALLOCATION AND DISBUREMENT OF BURSARY TO TECHNICAL INDUSTRIAL VOCATIONAL AND ENTREPRENEURSHIP EDUCATOIN (TIVET) TRAINEES.
ALLOCATION AND DISBURSEMENT OF BURSARIES TO TIVET INSTITUTIONS
- The current high level of poverty in Kenya, high inflation rate and the recession in the economy have impacted negatively on the education sector making technical education unaffordable and out of reach for the majority of households. The situation is more critical among communities in the ASAL districts, urban slums, pockets of poverty in high potential areas, affected and infected with HIV/AIDS pandemic which has resulted in increased number of orphans and children in difficult circumstances. Due to these andmany other factors, many people who complete primary and secondary education but do not qualify to go to secondary or university can not afford to join the TIVET institutions. Objectives of TIVET Bursary Scheme
- The TIVET bursary generally aims at overcoming barriers which hamper access to TIVET for orphans including HIV/AIDS orphans, the marginalized groups in ASAL area and urban slums as well as the rural poor. The scheme therefore aims to achieve the following objectives:
- Enhance access to TIVET Programmes by the youth from poor households
- Ensure female participation in male dominated working programmes
- Enhance participation of challenged persons in TIVET programmes
Beneficiaries – The bursary programme targets the following groups:
- HIV/AIDS orphans who wish to undertake TIVET programmes
- Youths with special needs.
- Youths from poor households in ASAL areas and urban slum.
- Female youths who may wish to pursue male – dominated technical courses.
In order to address these issues the Ministry has sufficiently developed an investment programme in the KESSP for TIVET sub sector. It has thus been included in the DTE work plan for the financial year 2005-2012.
IDENTIFICATION PROCEDURE /GUIDELINES
The allocation of bursaries to TIVET institutions will be based on the following guidelines:
1. An application form for TIVET Bursary will be supplied to the potential beneficiaries free of charge. They will be available at MOHEST HQs, PDE/PTTOs, DEOs, AEOs offices, training institutions and on the Ministry’s website.
2. The Ministry will advertise TIVET Bursary programme through the media, circulars to PTTOs, DEOs, Ministry’s website and training institutions.
3. Beneficiaries must be enrolled in relevant TIVET institutions (for continuing students) to qualify for bursary application. For new
applicants, they must posses an admission letter from the institution they intend to undertake the course.
4. MOHEST should take centre stage in educating the public on TIVET opportunities through appropriate forums. Female youths are able to pursue male – dominated technical courses
5. There will be three committees involved in processing the applications namely:
a) Institutional Committee
- Set up at various TIVET institutions to monitor the progress of the beneficiaries and recommend appropriate actions to
b) District Education Boards (DEB).
- Charged with the responsibility of processing application forms and recommending the cases to the National Committee.
c) MOHEST National Committee.
- To evaluate and award bursaries through the institutions.
- To decide on the proportion of funds that is allocated to each district.
- Put in place a monitoring and evaluation process.
6. Completed forms should be submitted by the applicant to DEBs for further processing and forwarding to MOHEST.
7. MOHEST should monitor the utilization of funds, through returns from institutions, regular visits to institutions and correspondence to beneficiaries.
8. Range of financial support to beneficiaries
- Poor Household 70% of the funds available
- HIV/AIDS Orphans 5% “
- Female Applicants 15% “
- Special Needs 10% “
9. Percentage of financial support to each beneficiary.
- Poor Households – 100% of the total fees chargeable
- HIV/AIDS Orphans – 100% “
- Female applicants – 70% “
- Special Needs – 70%
10.Bursary awarded to applicants should be sustained throughout the period of learning.
11.Category of applicants to benefit
- All categories in public government institutions.
12.Level of course
- All levels of courses will benefit from the bursary
- Higher Diploma – 5%of the funds available
- Diploma – 30% “
- Craft – 35% “
- Artisan – 20% “
- Trade Test – 10% “
13.Foreign Curriculum and parallel programs are not considered.
14.MOHEST should receive and verify the forms from DEB and determine the beneficiaries and the amounts each should get.
15.The list of beneficiaries should be displayed by the institutions.
16. Level of poverty. The following categories shall be considered as poor
- Families with meager income
- The destitute
- Orphans whose guardians earn meager income
17. Point of disbursement
- Bursaries shall be disbursed by MOHEST to institutions where beneficiaries are enrolled.
PROCEDURE TO ENHANCE ACCOUNTABILITY
- Immediate award of bursaries to identified students on receipt of the allocation.
- Display of beneficiaries names on notice boards of institutions, DEOs, PDEs/PTTOs and online
- Returns to be submitted to the Ministry Headquarters quarterly.
- Monitoring and Evaluation. The National Bursary Committee to set a process of monitoring and evaluating the bursary program.
