  • The Hubert H. Humphrey Program was launched in 1978 to honor the memory and accomplishments of the late U.S. Senator and Vice President, Hubert H. Humphrey.

  • The Hubert H. Humphrey Fellowship Program provides an opportunity for international professionals to collaborate and address local and global challenges and foster change for the collective good.
  • Through study and professional development with their U.S. counterparts, the growing network of Hubert H. Humphrey Fellows promotes human rights and freedoms and builds expertise in fields that will advance societal and institutional capacity, while ensuring sustainable environments and developing thriving communities.

What does the scholarship cover?

  • Payment of tuition and fees at the fellow’s assigned host university
  • Pre-academic English language training (only if required)
  • A maintenance (living) allowance, including a one-time settling-in allowance
  • Cover for accidents and sickness
  • A book allowance
  • A one-time computer subsidy
  • A Professional Development allowance for professional activities, such as field trips, professional visits, and conferences.
  • Air travel (international travel to and from the U.S. for the Program and domestic travel to required program events)

The Humphrey Fellowship Program is administered by a Binational Fulbright Commission in 26 countries. In all other participating countries, the Public Affairs Section of the U.S. Embassy operates the Program.

Am I Eligible to Apply?

To qualify for this scholarship, you must have:

  • An undergraduate (first university or Bachelor’s) degree
  • A minimum of five years of full-time professional experience
  • Limited or no prior experience in the United States
  • English language ability
  • Demonstrated leadership qualities
  • A record of public service in the community

After submitting your application, the following processes will take place.

  1. National Screening
  2. Screening by the Institute of International Education 
  3. Candidate Review Committees
  4. Approval by the J. William Fulbright Foreign Scholarship Board 
  5. Placement of Selected Humphrey Fellows
